I also adjusted the screen size from the currently selected 200% to 100%, didn't make a difference with the black bar. I also went to the Fusion360.exe, right-clicked properties, and disabled "fullscreen optimizations" to see if that would help.
I also have no "Windows Updates" pending. The surface pro 6 has an Intel UHD Graphics 620 chip and according to the windows device manager, it's up to date. No changes as far as I'm aware have been made to the PC in the last week. Now, the toolbar / menu bar appears black (please see screenshot). Today I opened Fusion360 and without really paying much attention, I noticed it restarted and indicated that Fusion360 was updated. I even installed an update earlier this week and as of yesterday it was working fine. As of yesterday Fusion360 was working fine on my Microsoft Surface Pro 6 without any monitor attached.
